Admin/Merchant user roles

We want to be able to have different kinds of users on merchant accounts, restricting their actions and visibility. Typically for scenarios like:

• Marketing users who need access to marketing tools and analytics

• Financial users who need access to payouts and invoices

• Support users who need access to customer and license data
